In recent years, the application scale of hydrogen energy in transportation, industry and other fields has gradually increased. In the face of more diversified application scenarios, hydrogen energy urgently needs a more unified and standardized standard system in specific aspects such as safety assurance, storage and transportation, and equipment and facilities. The industry believes that at present, the formulation and revision of relevant standards for my country’s hydrogen energy and fuel cell industries has been significantly accelerated, but some standards still show a lag that does not match the actual needs of the industry. At the same time, on an international scale, my country’s international discourse power for hydrogen energy standards is still insufficient. Relying on the large market for the development of my country’s hydrogen energy industry, we should take the lead in advancing into the technological “no man’s land” and actively seize the international discourse power.

In 2022, the National Development and Reform Commission and the National Energy Administration jointly issued the “Mid- and Long-Term Plan for Hydrogen Energy Industry Development (2021-2035)”, which clarified the energy attributes of hydrogen and made a top-level design for the development of the hydrogen energy industry. “my country’s hydrogen energy industry is still in the early stages of development. In 2008, my country successively approved the establishment of two national standardization technical committees directly related to hydrogen energy technology: the National Hydrogen Energy Standardization Technical Committee, the National Fuel Cell and Flow Battery Standardization Technical Committee, and established a relatively complete hydrogen energy and fuel cell field in my country. standard system.

Wang Gang, director of the Quality Department of China Quality Certification Center and deputy secretary-general of the National Fuel Cell and Flow Battery Standardization Technical Committee, pointed out that as of March this year, my country has issued 222 national standards, 94 industry standards, and 21 local standards in the field of hydrogen energy. , There are more than 214 group standards, mainly related to the technical requirements and inspection and testing specifications of basic general, hydrogen safety, preparation, storage, transportation, filling, application and other sectors.

In recent years, many hydrogen energy accidents have occurred around the world, and hydrogen safety issues have appeared in various links such as hydrogen storage, hydrogen transportation, and hydrogen use. Generally speaking, the causes of hydrogen safety accidents include seal failure, equipment failure, operational design problems, transportation accidents, etc. Pang Tianshu believes that the above problems reflect the harm caused by the incomplete standard system. Therefore, it is imperative to speed up the construction of the hydrogen energy standard system.

Wang Gang also pointed out that among the published national standards, most of the standards have been released for a long time, and the standards that have been released for more than five years account for more than 70%, which is difficult to meet the needs of the current industry. In sharp contrast to this, in recent years, international hydrogen energy technology and industrialization have advanced rapidly, and hydrogen energy standards have also been continuously revised and improved in practice. my country needs to continuously improve and optimize my country’s hydrogen energy standard system on the basis of systematic research on hydrogen energy technology and reference to advanced foreign standards.

“In addition, there are many standardization committees, associations and groups that formulate hydrogen energy standards, and the division of labor among them is not clear, which leads to insufficient coordination in the promotion of hydrogen energy standard construction in my country.” Pang Tianshu said, “Our country’s key material technology is weak and has not formed a complete system. At the same time, they attach great importance to international cooperation and try their best to internationalize their hydrogen energy technical specifications and standards. my country’s international cooperation in the field of hydrogen energy is insufficient, and there is a certain gap in standard construction, resulting in insufficient international discourse power for my country’s hydrogen energy standards.
